4. 2016/0527/S - B10
5. The Swedish National Board of Housing, Building and Planning's regulations (2011:6) amending the Board’s building regulations - regulations and general advice
6. The regulatory draft applies to solid fuel boilers with a nominal output of up to 500 kW and solid fuel space heaters.
7. - The regulatory draft concerns areas for which there are EU legal acts and in particular Regulation (EU) No 305/2011 of the European Parliament and of the Council laying down harmonised conditions for the marketing of construction products and repealing Council Directive 89/106/EEC, Commission Regulation (EU) 2015/1189 of 28 April 2015 implementing Directive 2009/125/EC of the European Parliament and of the Council with regard to ecodesign requirements for solid fuel boilers, and Commission Regulation (EU) 2015/1185 of 24 April 2015 implementing Directive 2009/125/EC of the European Parliament and of the Council with regard to ecodesign requirements for solid fuel local space heaters.
Reportedly, the regulatory draft also corresponds to European standards in this area; SS-EN 13240, SS-EN 14785, SS-EN 12809, SS-EN 12815, SS-EN 13229 and SS-EN 303-5:2012.
8. The regulation imposes on solid fuel boilers a limit on maximum emissions of particulates and carbon monoxide and tightens the requirements on emissions of OGC. The emission requirements differ for manually and automatically stoked boilers. The regulation also imposes minimum efficiency requirements. The efficiency requirement levels differ for boilers with a nominal output of less than 100 kW and boilers with a nominal output of 100 kW up to 500 kW.
As regards solid fuel space heaters, the regulation tightens the requirement on carbon monoxide emissions from roomheaters fired by solid fuel, residential space heating appliances fired by wood pellets, inset appliances, and residential independent boilers. The regulation also imposes requirements on carbon monoxide emissions from residential cookers.
Efficiency is governed in the form of a regulation rather than general advice. The regulation imposes an efficiency requirement on residential cookers and residential independent boilers. The efficiency requirements for roomheaters fired by solid fuel, inset appliances, and pellet stoves are tightened.
9. The regulation governs which solid fuel boilers (for small-scale heating) and solid fuel space heaters may be included in a building. The purpose of the regulation is to impose requirement levels that approximate those in the Ecodesign Regulation 2015/1189 for solid fuel boilers and 2015/1185 for (solid fuel) local space heaters.
