5. RVE 01.05.01 General, Basics of the RVE approval procedure, approval procedure for aerodynamically stressed construction types and construction products of the railway

6. The RVE applies to all construction types and construction products that are aerodynamically stressed by rail traffic and require approval for use on normal lane railways. The basics for the approvals are corresponding type- and construction product-specific RVEs with technical requirements and design rules.
The content concerns the approval process and not the products themselves.

The multi-year activity in the specific area of noise barriers for the railway has shown that a clear separation between the technical specifications for building types and construction products and the formal content, together with the procedure for approval of them, is appropriate. Furthermore, it has also been found that due to the aerodynamic effects at high train speeds national approval is essential not only for noise barriers, but also for other construction products. This is also because conventional construction products and standards (national and EU standards) often do not fully cover the aerodynamic requirements specific to railways.
All technical requirements and processes have been formulated “device neutral”, “material neutral” or “operator neutral”.

15. The general approval procedure acts as a concretisation of technical standards. The Directive creates the fundamental possibility of obtaining appropriate approvals for a wide range of aerodynamically stressed construction types and construction products, thus ensuring the state of the art.
