Regulation (EC) N° 852/2004 relating to hygiene of foods: Article 13(3) to (7)
In relation to the requirements for notifications under Article 10(5) of Regulation (EC) No 853/2004 of the European Parliament and of the Council of 29 April 2004 laying down specific hygiene rules for food of animal origin as amended and Article 13(3) to (7) of Regulation (EC) No 852/2004 of the European Parliament and of the Council of 29 April 2004 on the hygiene of foodstuffs, as amended, an explanatory memorandum is attached – a separate part containing the substantive justification for the proposed amendments broken down by individual sections. Explanatory memorandum — a separate part will be inserted into the TRIS database as a technical annex.

In relation to the requirements for notifications under Article 10(5) of Regulation (EC) No 853/2004 of the European Parliament and of the Council of 29 April 2004 laying down specific hygiene rules for food of animal origin as amended and Article 13(3) to (7) of Regulation (EC) No 852/2004 of the European Parliament and of the Council of 29 April 2004 on the hygiene of foodstuffs, as amended, an explanatory memorandum is attached – a separate part containing the substantive justification for the proposed amendments broken down by individual sections. Explanatory memorandum — a separate part will be inserted into the TRIS database as a technical annex.

8. The draft decree contains provisions concerning the temperature for handling chilled meat products and for placing them on the market.
In addition to these amendments, the draft Decree also contains provisions concerning the definition of terms such as concentrated meat broth and meat soup, since such meat products are placed on the market but were not included in the decree in question. At the same time, the requirements for selected soft meat products from pork and beef and for selected meat preserves are being amended.

9. The reason for submission of the draft decree is to eliminate the reduced competitiveness of Slovak meat producers compared to foreign ones, which is mainly reflected in the supply of meat products to retail chains.
The need to amend some of the provisions of the Decree resulted from the fulfilment of task C.27 from Slovak Government Resolution No 79 of 2 February 2022 on the draft Act amending certain acts relating to the improvement of the business environment.
