8. This Regulation lays down detailed rules for the periodic assessment of the construction safety of large buildings accessible to the public. The basis for this is in Article 3.6a of the Environment Buildings Decree and has been notified (notification number 2022/0837/NL). The method of assessment is laid down in NTA 8790 of the Royal Netherlands Standardisation Institute (NEN) Foundation of 2023 (Article I, subsection B, Article 5.63(1) and (2), Article 5.64(1) and Article I(C)(2)). Article 5.65(2) designates the person carrying out the assessment; this is a person registered for field of expertise as a chartered designer or chartered assessor B in the register of the Design Engineer Register Foundation [Stichting Constructeursregister]. The Environmental Regulation contains a provision on mutual recognition.
The assessment of existing buildings with wide-slab floors is carried out according to the roadmap assessment of existing buildings with wide-slab floors (Article I(B), Article 5.61(4), and Article I(C)(3)). This roadmap of Hageman and TNO is from 1 November 2022.
Lastly, a new version of the CCV Fire Protection Inspection Schedule is indicated in Annex II of the Environmental Regulation (Article I(C)(a)).

9. The requirements apply without distinction to all cases and are non-discriminatory. They apply to both domestic and foreign service providers. The Environmental Regulation contains a provision for mutual recognition (Article 1.3).

The requirements are introduced for the purpose of promoting safety.

In order to establish whether buildings accessible to the general public pose a safety hazard, the structure needs to be assessed periodically. NTA 8790 contains the method for doing so. NTA 8790 has a risk-driven approach, and is therefore proportionate and suitable to protect safety. In doing so, we examine the chance of a construction component collapsing, and the consequences of this collapse for people. The assessment is limited to high-risk structural components. The frequency of the periodic assessment will also depend on the risks. It follows from NTA 8790 that a periodic assessment must be carried out at least once every 10 years and no more than once every three years.
The roadmap is a procedure, necessary to carry out the assessment of existing wide-slab floor structures in a structured manner. Testing of these structures according to a different procedure, while taking the determination methods and calculation rules described in the roadmap into account, is permitted. The order of the steps of choice at the
assessor's discretion. The roadmap is designed to ensure that the effort required to collect relevant information is phased, and that assessment points have been inserted between the different phases to determine whether a follow-up of the study is necessary. The roadmap is therefore proportionate and suitable for identifying the risks to safety.
The CCV Fire Protection inspection schedule replaces an earlier version. This allows inspection institutions to assess in a harmonised manner whether a fire protection system in a
construction work conforms to general requirements.
