The draft order consists of an introductory section on the general aspects of the CNAF and its legal basis in Law 11/2022 of 28 June on General Telecommunications and Royal Decree 123/2017 of 24 February, which implements Law 11/2022, regarding the use of the public radio domain. The operative section then contains a single article, with two additional provisions, one repealing provision and two final provisions.
This is followed by an annex, which is the actual technical text of the CNAF.
This annex consists of an initial explanatory section defining the terms used, such as spectrum usage modalities and radiocommunication services, among other technical parameters. This section is followed by the footnotes to Article 5 of the ITU Radio Regulations (RR footnotes).
Next come the tables or charts allocating frequencies to radiocommunication services in the three regions into which the world has been divided for this purpose. Alongside the global allocations, the national frequency allocations are indicated.
After the frequency allocation tables are the NU footnotes for national use, numbered from 0 to 170, plus the CEPT, EU, NATO,and radiocommunication easement footnotes.
Finally, the charts and figures corresponding to the channelisation and/or arrangement of the different frequency bands are included.
9. The National Frequency Allocation Table requires constant updates, generally resulting from the activities of the international regulatory bodies to which Spain belongs. These organisations, primarily the ITU (International Telecommunication Union), CEPT (European Conference of Postal and Telecommunication Administrations), the EU (European Union) and the ETSI (European Telecommunications Standards Institute), approve regulations, decisions, recommendations and other provisions generally aimed at harmonising the use of the radio-frequency spectrum.
This new National Frequency Allocation Table (CNAF) incorporates the provisions approved during the last World Radiocommunication Conference held in 2023.
It also incorporates technical conditions for the use of the radio-frequency spectrum resulting from continuous technological advancements in the sector, as well as new uses and applications, based on decisions and recommendations from competent international organisations of which Spain is a member.
Furthermore, the needs of Spanish industry and the telecommunications sector in general have been taken into account, as well as the needs of emerging systems and devices, whether replacing other technologies or as entirely new devices or equipment, operating on specific frequencies and with given characteristics.
