8. This Regulation concerns and lays down the method and parameters for the design of new lighting installations in road works or the modification/upgrading/maintenance of any elements of an existing lighting installation in road works, upon decision of the competent authorities.

9. 1. There is an immediate need for a Regulation on the drafting of lighting studies for outdoor road works and tunnels.
2. The Regulation will be mandatory for all lighting studies for new road construction works and tunnels, as well as for the upgrading of lighting installations in existing infrastructure of tunnels and outdoor road works.
