8. Under the provisions, a private individual who scrapping an older car with an internal combustion engine who, at the same time, chooses to lease or buy an electric car can be granted a scrapping premium of SEK 10,000.

9. The purpose of the provisions is to contribute to the conversion of the vehicle fleet. A scrapping premium provides an incentive for phasing older cars with internal combustion engines out of the fleet. The premium therefore contributes to the phasing out of the oldest cars, which generally have the highest levels of greenhouse gas emissions and air pollutants. These cars can also be worse from a road safety perspective. A premium can also create vehicle replacement chains, which are expected to incentivise newer cars on the market with zero emissions and higher safety.
