8. The draft consists of an article, a transitional provision, and a final provision. The single article amends Royal Decree 1051/2022 of 27 December 2022.
The provisions relating to the farm logbook are amended to ensure consistency with the possibility of keeping the logbook in paper form, as well as measures to encourage the voluntary use of the digital version of the logbook, the fertilising plan, for example by delaying and phasing in its requirement, as well as those facilitating the use of manure and organic fertilisers while maintaining environmental requirements.
9. After more than a year of applying this regulation, it is necessary to implement certain technical aspects, to strengthen coherence with other sectoral regulations and to clarify unclear wording. Additionally, the national and European situation in which the needs of the agricultural sector, which reflect the challenges faced by the sector, have highlighted the production difficulties arising from international tension and climatic factors, in addition to the changes in the common agricultural policy (CAP), the ambitious environmental objectives arising from the implementation of the European Green Deal and the red tape increase they entail.
Moreover, in Spain, the drought has been an additional differential factor, as it has contributed to the increased price for inputs derived from the war in Ukraine, placing rain-fed crops in particular in great difficulty. In this context, the Ministry of Agriculture, Fisheries and Food, just like the European Commission and the Council of Agriculture Ministers, has acted to address the concerns raised by farmers with a series of actions or measures on a short to medium term to reduce the administrative burden, and to make both national and EU legislation simpler and more flexible.
