8. This Implementing Regulation implements Directive (EU) 2024/1275 of the European Parliament and of the Council of 24 April 2024 on the energy performance of buildings. References to Directive 2010/31/EU in the provincial provisions in force are therefore to be construed as references to Directive (EU) 2024/1275.
This Regulation also defines, pursuant to Article 21(3)(c) of Provincial Law No 9 of 10 July 2018, ‘Territory and Landscape’, as amended, the following technical characteristics and the following certification and monitoring measures relating to the energy performance of buildings:
a) the methodology for calculating the energy efficiency of the building envelope and the energy performance of buildings;
b) minimum requirements for the energy performance of new buildings;
c) minimum requirements for the energy performance of existing buildings;
d) certification procedure and criteria for the energy certification of buildings;
e) the use of energy from renewable sources in new and existing buildings;
f) the periodic inspection of heating and air-conditioning systems in buildings;
g) the implementation of an independent control system for the implementation of this Directive.

9. The Autonomous Province of Bolzano – South Tyrol pursues ecologically sustainable development at provincial level. To this end, it shall adopt measures to continuously reduce energy consumption and, in particular, the use of non-renewable energy sources. To promote the development, enhancement, and use of renewable energies, taking into account
in particular environmentally friendly technologies, the improvement of the energy efficiency of existing and new buildings should be promoted. The incentives aim to ensure that the energy efficiency of existing buildings is improved in order to reach a minimum level and that new buildings are constructed with a level of energy efficiency above the minimum required by law.
The revision of Directive (EU) 2024/1275 on the energy performance of buildings makes it necessary to adapt the minimum requirements in the field of energy efficiency and renewable energy to the new minimum requirements with which the European Union aims to make the building stock climate neutral by 2050.
