8. The regulation requires producers of single-use plastic products to pay a littering fee in order to cover the costs of cleaning up litter from their products.

9. The purpose of the regulations is to reduce the negative impact on the environment caused by littering from single-use products in outdoor environments, with producers taking financial responsibility for the management of litter and for the provision of information on littering. The regulations are part of Sweden’s transposition of Directive (EU) 2019/904 of the European Parliament and of the Council of 5 June 2019 on the reduction of the impact of certain plastic products on the environment. The Directive requires producers of single-use plastic products, as part of achieving the Directive’s objective, to cover the costs of cleaning up, transporting and treating litter from these products (Article 8(2) to (4)).
