8. The text of the guidelines consists of five points. The text identifies the criteria for measuring the quality of products, including sustainability, which contracting authorities will assess when awarding contracts for the supply of (quality) products to public administrations.

9. The purpose of the primary standard, in compliance with which the guidelines are adopted, is to enhance and protect the quality of Italian and European products, as well as to encourage participation in the related public procurement procedures of micro-, small and medium-sized enterprises, including local ones.
