8. Regulation (EC) No 767/2009 regulates the conditions for the safety and placing on the market, as well as the use, of feed (feed materials, compound feed and dietetic feed). This Regulation establishes the competent authority, controls, infringements and sanctions for the implementation of Regulation (EC) No 767/2009. Member States should lay down rules on penalties applicable to infringements of the provisions of Regulation (EC) No 767/2009 and notify such rules to the European Commission and of any subsequent amendments (Article 31 of Regulation (EC) No 767/2009).

9. This Regulation establishes the competent authority, controls, infringements and sanctions for the implementation of Regulation (EC) No 767/2009. The Regulation replaces the outdated legislative provisions of the ZVMS and Z/krmi.
