8. The proposal would lay down more detailed conditions for exclusive licences, gambling licences and gambling software licences applied for under the Gaming Act (xx/2025). The regulation would define the formal requirements for the application, the conditions for granting licenses and the provision of the necessary information and documents. The provision would contain more detailed requirements for the supervisory authority as to what information the applicant should provide in the application. The regulation would ensure the conditions of the licence laid down in the Gambling Act.

The regulation would enter into force on 1 January 2026.

In the reform of the gambling system, the current exclusive rights model would be replaced with a licence-based model, which requires precise regulation of the content and processing of licence applications. This provision would ensure that all applicants provide uniform and sufficient information for the assessment. The purpose of the Regulation is to increase transparency, streamline the licensing process of the authority and to promote market access for trusted operators. The regulation would support regulatory control and consistency in licence consideration.
