8. The Turkish Food Codex Communiqué on Bread and Bread Varieties lays down the characteristics applicable to bread and bread varieties.
This amendment introduces a prohibition on the use of roasted malt flour, roasted chickpea flour, dark malt extract, and analogous ingredients where such use is intended to impart dark colours, such as brown or black, and/or flavour to bread and bread varieties.
9. This amendment is intended to prevent practices that may mislead consumers.
9a. This draft Communiqué constitutes a national measure specific to Türkiye, for which no corresponding provision exists within the European Union (EU) acquis.
In order to enhance the nutritional value and overall quality of bread, efforts are being undertaken nationally to promote the consumption of bread produced with a whole wheat flour content of 40% or higher. Field research has indicated that roasted malt flour is being used—particularly in whole wheat flour blends—to impart colour and aroma to bread.
Moreover, it has been observed that, in breads containing very low proportions of whole wheat flour, the use of roasted malt flour may create a misleading impression that such products are whole wheat bread. In addition, findings suggest that the roasted flavour imparted by the use of roasted malt flour in bread production is generally perceived unfavourably by consumers.
