8. This decree applies to the design and construction of water and sewerage systems for new buildings.

9. The decree lays down the minimum requirements for the design and construction of water and sewerage systems for new buildings in Finland. The decree also applies to building extensions, increases of calculated floor area, repairs and renovations as well as changes to the building's intended use.
