8. Plant protection products are divided into two separate ranges: the ‘professional’ usage range and the ‘amateur’ usage range. This draft Order amends two existing Orders (notified to the Commission under reference number 2009/75/F) in order to strengthen the authorisation conditions for products in the ‘amateur’ usage range. It will also further clarify labelling and packaging requirements for these products. This draft is in line with the objective of safer use of plant protection products by non-professionals.

This draft Order takes into account the entry into force of Article 2 of Law No 2014-110 of 6 February 2014 intended to improve regulation of the use of plant protection products on French national territory, as well as the French Agency for Food, Environmental and Occupational Health & Safety (Anses) opinion of 16 February 2015 on packaging conditions for plant protection products which be may be used by non-professionals. These specific requirements for products of the ‘amateur’ usage range introduced by this draft text are intended to ensure better safety for non-professional users, who do not have training or certification in the use of these products and do not usually wear personal protective equipment.
