8. The Regulation lays down the obligation to collect a deposit when disposable single-use plastic and metal beverage containers are handed over and to pay this out again when the container is taken back.
According to the Packaging Directive and the Waste Framework Directive, a cost-efficient central system (a central body) organised by manufacturers and trade should be responsible for material, money and data flows.
The single-use deposit system is financed by contributions from bottlers and importers, whereby all expenses and revenues (especially revenues from used materials) and the deposit amounts not paid out ("deposit slippage") must be included in their calculation.

9. The definition of a deposit on single-use beverage containers was laid down in § 14c AWG 2002. The need for this measure arises in addition to the objectives set out in Directive (EU) 2019/904 on the reduction of the impact of certain plastic products on the environment (SEA Directive), also from the recycling objectives set out in the Packaging Directive and Implementing Decision (EU) 2021/1752 laying down rules for the application of Directive (EU) 2019/904 of the European Parliament and of the Council as regards the calculation, verification and reporting of data on the separate collection of waste single-use plastic beverage bottles.

10. Reference to the basic texts: Federal Act amending the Federal Waste Management Act (AWG) 2002 (Amendment Circular Economy Package) This basically establishes the deposit obligation.
