5. Approval of eighty (80) Hellenic Technical Specifications (HTS), the application of which is mandatory in all Public Works and Studies.

The purpose of this Technical Specification is the installation of high-illuminating inset luminaires for the marking of the axis or the sides of airfield runway in accordance with the applicable European and international EASA and ICAO specifications. The inset luminaires are also installed for marking the sides of airfield runway when, for reasons of aircraft manoeuvring, it’s not possible to install elevated luminaires.
9. 1. The update of the Hellenic Technical Specifications (HTS) in the ELOT Technical Specifications (TS) 1501 ΧΧΧΧ:2009 series constitutes an immediate priority, due to the technological and scientific advances made in the fields of materials and European standards since their adoption.
2. Greece must comply with the recommendations of the OECD 1st toolbox - TOOLKIT I (OECD Competition Assessment Reviews, Greece/Sector: Building Materials. p. 328, No 12-15).
3. The texts of these Hellenic Technical Specifications constitute a major quality upgrade of the existing Technical Specifications and Technical or Special Tender Specifications used currently in the public procurement of construction works.
4. These texts lead to the harmonisation of the Hellenic Technical Specifications with the applicable International and European Standards and facilitate the goal of a Single European Market in the field of Construction Works.
5. The Hellenic Organisation for Standardisation (ELOT) completed the drafting of the 80 Technical Specifications as well as public and European consultation thereon and, following the opinion of the ELOT Technical Committee No 99, forwarded these texts for publication as Hellenic Technical Specifications.
6. Pursuant to Article 4.3 of the contract signed on 29.05.2018 (online publication number: 6ΕΟΒ465ΧΘΞ-02Τ), ELOT grants the Ministry of Infrastructure and Transport the right to freely use the texts of the Hellenic Technical Specifications in the construction of technical works in Greece.
