5. Directive XX 2023: Betting monitoring and reporting system

6. All technical requirements and procedures are defined to be adopted by Category A and B Licence Holders in order to connect and transmit information to the NBA through the NBA Betting Monitoring and Reporting System.

BMRS is a monitoring platform developed by the NBA as part of strengthening the data-based regulatory framework, closely monitoring the activity of all participants in the betting market in near real time. Betting companies that facilitate betting activities either online (category B licenses) or through authorised agents and retail outlets (category A licenses) are expected to engage in continuous communication with the platform through a properly designed API and transmit all information that the NBA deems necessary for the fulfilment of the regulatory mandate.

This document describes in detail the different processes the system makes available to end-users (licence holders), the purpose and data fields required by each of these processes, the expected format that data transmissions (XML formats) have to comply with, responses and possible errors resulting from data validation, and a general description of the communication protocols used.

This Directive is drafted and issued by the National Betting Authority (hereinafter referred to as “NBA”) in accordance with the provisions of Article 15(b) of the Betting Act 2009 (Law 37(I)/2019), as amended or replaced, and lays down all technical requirements and procedures to be adopted by Category A and B Licence Holders for the connection and transmission of information to the NBA through the NBA Betting Monitoring and Reporting System (hereinafter referred to as “BMRS”). It lays down the types of data to be transmitted as well as the instances or time-frames that trigger the transmission.
