8. — The draft law provides that the import, export, introduction, dispatch, distribution and use of civil pyrotechnic articles (CPPs) of category P1 for vehicles, including airbags and seat belt pre-tension limiter systems, shall not constitute a licensed economic commercial activity.
- There is an obligation for economic operators holding open-ended authorisations for the distribution of category F2 fireworks to notify where F2 fireworks will be distributed in the places specified in the authorisation.
- It is prohibited to distribute CPPs at service stations or within 30 m from them; it is prohibited to distribute category F2 fireworks from 1 January to 30 November, except for entities authorised to produce and/or store CPPs.
- It is stipulated that F2 fireworks may be purchased by persons aged 18 or over.
- Municipal councils are empowered to establish the procedure for the use of CPPs and to make decisions on the places where the use of CPPs is prohibited and the time at which their use is prohibited.
- It is stipulated that CPPs can only be distributed by electronic means if the purchased CPPs are delivered by the holder of a licence to manufacture, distribute, export, introduce or dispatch the CPPs, who is also subject to an obligation to verify the identity (age) of the buyer and their pyrotechnic certificate/qualification.

9. The objectives of the draft law are:
— to reduce the negative effects of CPPs on the environment, animals and human physical and mental health (including CPPs abuse), which are particularly pronounced and intensify during the winter season;
— not to impose a mandatory requirement for economic operators to hold a licence to engage in the import, export, introduction, dispatch, distribution and use of category P1 CPPs used to activate safety airbags and seat belt pre-tension limiter systems used for vehicles, as public security, the protection of CPPs users and safety against the risks posed by CPPs can also be ensured without a licensing measure.
