On the basis of the attached classification document, the Public Health Agency of Sweden proposes that the substances ethylenoxy nitazene, ethomethazene, N-pyrrolidino methonitazene, N-pyrrolidino protonitazene and N-piperidinyl isotonitazene, delta-8-THCP, delta-9-THCP, hexahydrocannabinol acetate, delta-8-THC acetate, delta-9-THC acetate, 3-Me-PCP and 3'-Me-alpha-PVP shall be classified as narcotic drugs under the Narcotic Drugs Control Act (1992:860) and the Narcotic Drugs (Punishments) Act (1968:64) and therefore shall be included in the Narcotic Drugs Control Ordinance (1992:1554).
It is proposed that ethylenoxy nitazene, ethomethazene, N-pyrrolidino methonitazene, N-pyrrolidino protonitazene and N-piperidinyl isotonitazene shall belong to the analgesics group. It is proposed that delta-8-THCP, delta-9-THCP, hexahydrocannabinol acetate, delta-8-THC acetate, delta-9-THC acetate and 3-Me-PCP are to be in the hallucinogens category and 3'-Me-alpha-PVP shall belong to the stimulants group.
For all the substances, there is scientific documentation supporting the narcotic criteria. All the substances, with the exception of ethylenoxy nitazene, N-pyrrolidino protonitazene and N-piperidinyl isotonitazene, have been seized and identified in Sweden. The Swedish Poisons Information Centre has reported cases of patient hospitalisation linked to ethomethazene, THCP (delta variant not specified), hexahydrocannabinol acetate, 3-Me-PCP and 3'-Me-alpha-PVP. The majority of the substances are being sold or have been sold through online outlets and have been discussed on drug forums on the internet.
Classification will mean, inter alia, that these substances may not be imported or possessed without special permission from the Swedish Medical Products Agency.
Please note that only the substances listed next to a vertical line in the left margin of the draft Ordinance are additions to the attached ordinances. The other substances are already listed therein.
9. Given the danger posed to human health, the aim of the classification is to restrict the use of the substances added to the ordinances.
