5. Draft amending Order No 1-1 of the Director of the Firefighting and Rescue Department under the Ministry of Internal Affairs of 6 January 2016 approving the Rules for the Design and Installation of Fixed Fire-extinguishing Systems
6. It is proposed to lay down requirements for the design and installation of fixed fire-extinguishing systems for automated storage system structures.
7.
8. This draft order proposes to establish requirements for fixed fire-extinguishing systems in relation to the requirements for structures with automated storage systems. By definition, a structure for automated warehousing systems is an engineering structure used for the storage and warehousing of products, in which the storage processes are carried out automatically, using various equipment, and which is not occupied or accessed by persons other than those carrying out the maintenance and repair of the use and operation of the structure, or the servicing of the equipment. Other fire safety requirements for structures are laid down in the legislation defining the essential requirements for a structure (one, several or all) and the technical parameters of the structure, according to the performance levels and classes of structures or construction products.
9. On 23 August 2022, following the approval of the amendment to the Order No D1-713 of the Minister for the Environment of 27 October 2016 approving the Technical Regulation for Construction STR 1.01.03:2017 ‘Classification of Structures’, the classification of the structures according to their intended use was supplemented by automated storage system structures following the adoption on 30 November 2022 of Resolution No 534 of the Government of the Republic of Lithuania of 15 April 2002 approving the provisions of the Real Estate Cadastre of the Republic of Lithuania. According to the definition laid down in point 4.9 of the Technical Regulation for Construction STR 1.01.03:2017 ‘Classification of Structures’ approved by Order No D1-713 of 27 October 2016 of the Minister for the Environment of the Republic of Lithuania, a structure for automated warehousing systems is an engineering structure used for the storage and warehousing of products, in which the storage processes are carried out automatically, using various equipment, and which is not occupied or accessed by persons other than those carrying out the maintenance and repair of the use and operation of the structure, or the servicing of the equipment. Currently, there are no fire safety requirements for automated storage system structures under fire safety legislation. In the light of the above, draft orders have been drawn up to lay down fire safety requirements for automated storage system structures.
