8. The draft Ordinance lays down an obligation to separate gypsum waste at the construction site. For the production of recycled gypsum, a construction material made from recycled gypsum waste, there are requirements for the input, treatment and quality for the end-of-waste property.

9. According to Directive 2008/98/EC on waste, Member States must promote selective demolition as well as the reuse and recycling of removed materials, and must sort at least the wood, mineral fractions, metal, glass, plastics and gypsum arising from construction and demolition.
Gypsum is an increasingly rare construction material, as primary resources are limited. After appropriate treatment, plasterboard waste is well suited for being reused to produce new plasterboard (closed-loop recycling). Where specific quality, treatment and quality assurance requirements are met, in line with Directive 2008/98/EC, end-of-waste status is to be achieved for gypsum waste which has been recycled in order to produce plasterboard for the construction sector.
