5. Draft Act amending the Animal Welfare Act and the Act Prohibiting Trade in Animal Products

6. All animals (domestic animals, farm animals, test animals, wild animals) are concerned.
The services concerned include in particular the keeping, slaughtering and trading of animals.

This Act amending the Animal Welfare Act closes legislative and enforcement gaps concerning animal welfare and brings the existing animal welfare provisions into line with current scientific and practical knowledge. For example, animal tethering is to be fundamentally stopped, non-curative interventions are to be significantly reduced and video surveillance is to be introduced at slaughterhouses. In addition, new rules to combat the illegal pet trade are also to be included. The aim is to comprehensively reinforce animal welfare.

9. The requirements of the Animal Welfare Act are adapted to current scientific and practical knowledge. The amendment also serves to transpose EU law (Council Directive 2008/120/EC of 18 December 2008 laying down minimum standards for the protection of pigs).
