The rules adopt national measures in accordance with Article 44 of Regulation (EU) No 1169/2011.
8. The rules require the indication of the country of origin to be provided for beef, swine, sheep, goat and poultry meat that has been used as an ingredient in food in restaurants and other mass catering establishments, when the food is offered to consumers at the place where the activity is carried out, without being prepacked.
This requirement applies to the use of beef as referred to in Article 12(1) of Regulation (EC) No 1760/2000 of the European Parliament and of the Council establishing a system for the identification and registration of bovine animals and regarding the labelling of beef and beef products and repealing Council Regulation (EC) No 820/97, as well as when using meat of swine, sheep, goats and poultry listed in Annex XI to Regulation (EU) No 1169/2011.
This information shall be indicated by the expression: ‘country of origin: (name of Member State or third country)’, or by equivalent terms. Where this is not possible, the information shall instead be indicated by the expression ‘country of origin:’ followed by ‘several Member States’, ‘several third countries’ or ‘several Member States and third countries’, as appropriate, or by equivalent terms.
9. Many consumers want to be able to make informed choices and, therefore, ask for more information on the origin of the food they eat. A February 2021 consumer survey shows that a majority of consumers consider it very important, or important, that restaurants indicate the country of origin of the meat served.
Currently, there is no requirement for food business operators operating in restaurants or other mass catering establishments to provide the origin information for meat used as an ingredient in foods they offer to consumers.
By imposing such requirements, consumers’ perception that it is very important, or important, that restaurants indicate the country of origin of the meat served, can be accommodated. The origin information requirement enables consumers to make an informed choice regarding the meat they eat, even when they choose to eat or collect food from restaurants and other mass catering establishments.
