5. Provisions of Articles 8, 8a and 9 of the draft Finance Law for 2025 relating to car taxation

6. Passenger vehicles

8. The draft Finance Law for 2025 provides, in Articles 8, 8a and 9 thereof, for the modification or creation of several taxes applying to passenger vehicles.
The draft Finance Law for 2025 provides, inter alia, for:
- an increase in the tax on carbon dioxide emissions from passenger vehicles (i.e. the ‘CO2 penalty’);
- an increase in the tax on the mass in running order of passenger vehicles (known as the ‘weight penalty’);
- a change in the way in which CO2 and weight penalties are reduced;
- the creation of an annual incentive tax on the acquisition of low-emission light-duty vehicles for large passenger fleets.

9. The gradual increase of taxes on passenger vehicles contributes to the achievement of France’s national and European transport decarbonisation targets, which is the leading sector that emits greenhouse gases at national level, as well as in terms of improving air quality.
