5. REGULATION on the (19th) amendment of Regulation No. 233/2001, on habit-forming and narcotic substances and other controlled substances.

6. The Regulation sets rules on habit-forming and narcotic substances and other controlled substances.

8. The Regulation sets restrictions on import, export, sale, exchange, delivery, receipt, production,
preparation and storage of habit-forming and narcotic substances and other controlled substances.
The substances that are under these restrictions are either listed in International Agreements or
have already been set under restrictions in other countries.
Amendments are being made on the Regulation in relation to the update of its Annexes which include substances that are considered habit-forming and/or narcotic (I and II). The amendments include the addition of correct references to relevant International Agreements, the inclusion of new substances in the annexed lists, and the transfer of three substances from Annex I to Annex II.

9. This Regulation is issued in accordance with Article 2 and Article 3 of the Act on Habit-forming and Narcotic Substances No. 65/1974 with subsequent amendments.
The Regulation is issued to make amendments to Annexes I and II. These amendments include the addition of substances classified as habit-formning or narcotic that pose a danger to human health, as well as corrections to references to International Agreements.
