The purpose of this Amendment is to enact the accompanying provincial regulations necessary for the implementation of the Renewable Energies Heat Act (EWG), in particular by recasting the ban on the use of fossil fuels and by creating a legal basis for a district heating database and for the determination of quality-assured district heating of a district heating system.

9. The provisions are necessary for reasons of environmental protection and the reduction of the use of fossil fuels. Quality-assured district heating shall either consist of at least 80 % energy from renewable energy sources, heat from high-efficiency cogeneration plants, waste heat or a combination thereof, or it shall be equipped with a binding decarbonisation plan.
