The purpose of the Decree of the Ministry of the Environment is to specify the information content of design models to be attached to a permit application, as well as the content of machine-readable data to be submitted in their place. In addition, provisions would be laid down on public authority reviews of the content of the data to be submitted to the information system for the built environment and the format of the machine-readable data.

One major change in the Building Act (751/2023), adopted in Finland in 2023, compared with the Land Use and Building Act (132/1999, currently the Land Use Act), is that the granting of a building permit now requires submitting either machine-readable data or design models in a data-model format. The purpose is to create uniform practices for applying for building permits and to establish the requirements for consistent machine-readable data collected as part of the building permit application and granting process.
