5. Government Decree amending the Government Decree on narcotic substances, preparations and plants

One new substance, MDPHP, is classified nationally as a narcotic.

8. Finland intends to define these substances as narcotic drugs in accordance with the Narcotics Act (373/2008); as a result, the manufacture, import, export, sale or possession of the substances without a separate permit from the Finnish Medicines Agency Fimea will be prohibited.

9. MDPHP is a synthetic pyrovalerone-based cathinone and is similar in structure to MDPV, which is classified as a narcotic under the Convention on Psychotropic Substances. It is also similar in structure to alpha-PHP and alpha-PVP, which are classified as narcotics. Cathinones act as a stimulant in the same way as substances such as amphetamines. It is necessary to compare the public health and social risks of MDPHP to the risks associated with the abuse of other known pyrovalerone-based cathinones, such as MDPV, alpha-PHP and alpha-PVP.

Criminal groups are constantly trying to find new substances that are outside the scope of current legislation. Therefore, these identified substances, which are used as designer drugs and have been observed on the European markets and may pose a health hazard, must be swiftly prohibited by a government decree.
