8. This technical prescription sets out the conditions and technical requirements for technical inspections for the purpose of authorisation/approval to operation, filling, use, in-service technical inspection, or periodic, intermediate and exceptional inspections, as appropriate, repair, modification and in-service technical inspection for the estimation of the remaining service life of tanks, containers and metal drums for compressed, liquefied and pressured dissolved gas, hereinafter referred to as “transportable pressurized equipment”.
9. Failure to adopt the draft technical prescription PT C 12-2025 would maintain in Romania an unfavourable economic environment compared to that of the Member States of the European Union;
Alignment of the provisions of the draft technical prescription PT C 12-2025 with the provisions of the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) and the Regulation concerning the International Carriage of Dangerous Substances by Rail (RID);
Alignment of the provisions of the draft technical prescription PT C 12-2025 with the provisions of Regulation (EU) 2023/1804;
Alignment of the national legislation with the technical progress and the applicable standards in force.
9a. The measure is appropriate for ensuring the safe operation of transportable pressure equipment.
9b. The measure is necessary in order to align national legislation with technical progress and the applicable standards in force, and to ensure the safety of persons, the environment and property.
9c. The measure does not impose additional restrictions beyond those provided by international regulations and European directives and meets the intended objective.
