6. The Directive is addressed exclusively to breakdown assistance vehicles.

8. The ‘Standard Minimum Requirements for the Design and Equipment of Breakdown Assistance Vehicles’ have been updated. In the process the scope of equipment has been aligned with the type of broken down vehicle (car, truck), and the storage space available in the breakdown assistance vehicle has also been taken into account to a greater extent than previously.
Apart from that, editorial adjustments have also been made.

9. Reducing the amount of equipment required is intended to lead to a reduction in the space required and the weight of breakdown assistance vehicles when equipped for deployment.

9a. The measure is appropriate to achieve the objective, as the update of the Directive adapts the required equipment of breakdown assistance vehicles to the current state of technology.

9b. The amendment is necessary because the requirements in the Directive are intended to reflect the current state of technology and the equipment actually required in breakdown assistance vehicles.

9c. As the requirements are merely being updated and brought into line with the current state of technology, this does not place an excessive burden in proportion to the objective pursued.
