6. All products that are manufactured and commercialized using components of kangaroos, such as kangaroo carcasses, meat or skin.

8. The commercial hunting of kangaroos in Australia is the largest slaughter of wild land animals in the world. Every year, between 1.1 million and 1.3 million kangaroos are killed in an animal-unfriendly manner for the purpose of selling various ingredients on the global market. These include kangaroo meat intended for consumption, but also sports shoes and motorbike jackets that incorporate the skin of kangaroos. Strongly criticized and documented are the practices in which economically uninteresting young kangaroos are beaten to death by the hunters. These practices are permitted, and sometimes even encouraged, by the competent regional authorities.

Through Flanders, Belgium is the second largest importer of kangaroo products in the world. For example, Flanders contributes disproportionately to animal suffering in Australia. Decree proposal
prohibits the manufacture and commercialisation of kangaroo products in Flanders. For example, the Flemish legislator wants to take its responsibility within its competence Animal Welfare, and put an end to its disproportionately large role in the trade of kangaroo products.

9. In accordance with Opinion No 67.713/1/V of the Council of State of 14 August 2020, it is within the competence of the Regions to determine whether the prevention of animal suffering requires the import and transit of kangaroo products to be prohibited, within the limits of European Union law.

The proposed prohibition must therefore be regarded as a technical regulation within the meaning of Directive (EU) 2015/1535. Kangaroo products are considered agricultural products, as described in Article 1(c) of the aforementioned directive.
