8. The Gaming Regulations and the Gaming Regulations Technical Specifications (TEP) cover the following matters, among other things, with the required degree of clarity, comprehensiveness and detail:
a) the specific licensing procedure;
b) the conditions to be met by prospective licence holders;
c) the supporting documents and other paperwork to be included in the licence application;
d) the technical specifications for gaming systems and the technical standards which they are obliged to comply with in each case;
e) the obligations of licence holders;
f) the procedures for monitoring, supervision and control as well as for the imposition of administrative sanctions.
9. The Ministry of Finance intends to enact Gaming Regulations and the Gaming Regulations Technical Specifications (TEP) in the form of a Ministerial Decision which will be issued on a recommendation from the Hellenic Gaming Commission [HGC], and published in the Government Gazette pursuant to the provisions of Article 29(3) of Law 4002/2011, as in force.
More specifically, acting pursuant to Article 29(3) of Law 4002/2011 (Government Gazette 180/A), the HGC has prepared draft Gaming Regulations and Gaming Regulations Technical Specifications (TEP) for the organisation and running of online games of chance in an effort to adopt the most up-to-date practices and techniques for carrying out its regulatory, supervisory and control functions, to ensure compliance and prevent crime, to adapt its supervisory and control functions as much as possible to technological developments and constantly changing conditions as well as to the specificities, complexity and risks arising from the number of businesses operating in the online gambling market, and to protect social and public interests.
