7. - Directive (EU) 2019/904 of the European Parliament and of the Council of 5 June 2019 on the reduction of the environmental impact of certain plastic products (OJ L 155, 12.6.2019)

8. The draft Act lays down new definitions and obligations for manufacturers of certain plastic products in accordance with the Directive in order to meet its objectives. The primary concern is to reduce and, in some cases, eliminate the serious negative impact of certain disposable plastic products on the environment, health and the economy, as well as the promotion of circular economy approaches. The new definitions specify what is considered to be a plastic product and fishing gear, who is the manufacturer of such products, what are biodegradable plastics and tobacco products, as well as other definitions. The draft Act concerns a set of measures aimed at reducing the consumption of certain disposable plastic products, e.g. the provision of disposable plastic products only for payment or the obligation of public event organisers to provide suitable alternatives.

9. Disposable plastic products include a variety of commonly used quick-use consumer products that are discarded after one use for their intended purpose, are only rarely recycled and often become polluting waste. In order to preserve the value of products and materials and in order to reduce waste generation and pressure on scarce resources and the environment, it is necessary to regulate this issue of constantly increasing use of disposable plastic products. The draft Act will ensure that the objective arising directly from the directive is met, namely to address the continuous increase in plastic waste generation and the release of plastic waste into the environment, in particular to the marine environment, in order to achieve a circular life cycle for plastics.
