8. This proposal for the Ordinance amending the Ordinance on Management of Packaging Waste changes the amounts of fees that the Environmental Protection and Energy Efficiency Fund pays to sellers and recycling site managers who take over packaging waste covered by the deposit-refund system from consumers either manually or mechanically, and proposes a special management fee per product unit for milk and liquid dairy products, which is lower than the one for other beverages.

9. This Ordinance amending the Ordinance on Management of Packaging Waste proposes a reduction in the fee for manual takeover of packaging waste with a simultaneous increase in the fee for mechanical takeover of packaging waste, in order to stimulate sellers and recycling site managers to purchase a machine (device) for takeover of packaging waste. Considering that mechanical takeover of packaging waste has multiple advantages over manual takeover (automation and informatisation of the system, savings in manipulation and transport of taken over packaging waste, the possibility for better supervision and protection of the existing system, etc.), this proposal for the change of fees aims to cheapen the existing deposit-refund system to a large extent, and to make it transparent and sustainable so that it continues achieving high rates of collection of packaging waste covered by the deposit-refund system in the period ahead, which would continue to largely contribute to the achievement of the prescribed packaging waste management targets that the Republic of Croatia as an EU Member State must meet currently, and that it will must meet in the forthcoming period.
