8. The draft Decree focuses on several provisions that will have an effect on operators. The Decree first specifies the arrangements for approving the promotional strategies of each operator in the gambling industry and therefore online gambling and betting operators. The Decree then details the new regulatory regime for commercial communications.

9. Upon the reform of regulation in the gambling sector in view of privatising La Française des Jeux, the powers, means of control and sanctions of the independent administrative authority that will regulate and monitor the whole sector are not only modified to include operators holding exclusive rights but also to strengthen them to improve the governance of online gaming or betting operators.
