5. Draft Model Ordinance on the Construction and Operation of Car Parks and Parking Areas

The draft Model Ordinance on the Construction and Operation of Car Parks and Parking Areas (MGarVO) applies to parking areas and car parks within the meaning of § 2(7) and § 49 of the Model Building Regulations [Musterbauordnung] and specifies the provisions of the Model Building Regulations concerning the above aspects in greater detail.
The draft rules contain general requirements, construction requirements (such as provisions on entrances and exits, ramps, parking spaces and lanes, clear heights, walls, ceilings, roofs, fire compartments, rescue routes and on safety equipment), operating requirements, provisions on required building documentation and final provisions.
9. The draft Model Ordinance on the Construction and Operation of Car Parks and Parking Areas (MGarVO) updates the Model Car Park Ordinance 2008 [Muster-Garagenverordnung 2008], bringing the legislation in line with legal and technical changes.
The update includes not only fire protection provisions, but also new provisions for the parking of bicycles and small electric vehicles in car parks, for the storage of combustible materials outside motor vehicles in parking areas and introduces a scope of application.
The fire protection provisions on the fire resistance of load-bearing components for medium and large car parks, the formation of fire compartments, the need for radio installations in the properties, smoke dissipation or fire alarm systems as well as the further details on the safety power supply take account of the requirements for public order and safety in view of current technical progress.
The notification is made on behalf of the 16 federal states of the Federal Republic of Germany.
