The decree regulates the regime for approving parking meters, which is the responsibility of the Directorate-General for Road Safety and Road Transport, with reference to the different versions of the technical standard EN 12414. In fact, the technical standard UNI EN CEI 12414:2001 “Vehicle parking control equipment – Pay and Display Ticket Machine – Technical and functional requirements”, identified as a reference in the approval procedures for parking meters, was withdrawn on 24.09.20 at the same time as the entry into force of UNI EN 12414:2020 “Vehicle parking control equipment - Requirements and test methods for a parking terminal”, and it was intended that applications for approval received from that date onwards were to be processed according to the new version (UNI EN 12414:2020).

The purpose of the decree is to satisfy the need to regulate the approval regime for parking meters, with reference to the different versions of the technical standard for the sector, in order to ensure both the technological adequacy of devices placed on the market and the protection of competition, but also to preserve the economic investments of municipal administrations, avoiding imposing burdensome upgrades of the installed device fleet.
