5. Draft Decree of the Governing Council establishing technical criteria and hygiene and health criteria for swimming pools and water parks.
6. Development and application within the Community of Madrid of the technical and health criteria for swimming pools and water parks established in Royal Decree 742/2013 of 27 September 2013 (State regulations).

8. - The Decree consists of a descriptive part in which the legislative background is set out, the reasons for the approval of the provision, as well as the justification that the proposal is consistent with the principles of good regulation established in Article 129 of Law 39/2015 of 1 October on the Common Administrative Procedure of Public Administrations.
The Decree consists of a preamble and the following chapters:
- Chapter I (Articles 1, 2 and 3): General provisions.
- Chapter II (Articles 4, 5, 6, 7, 8 and 9): Facilities.
- Chapter III (Articles 10, 11, 12, 13 and 14): Hygiene and health conditions of swimming pools.
- Chapter IV (Articles 15, 16, 17 and 18): Water and air quality.
- Chapter V (Article 19): Self-monitoring protocol.
- Chapter VI (Articles 20, 21, 22, 23, 24, 25, 26, 27 and 28): Safety conditions of swimming pools.
- Chapter VII (Articles 29, 30, 31, 32, 33 and 34): Responsibilities and competences.
- Chapter VIII (Articles 35 and 36): Infringements and penalties.
Two additional provisions.

9. The aim of the Decree is to update the current regulations governing swimming pools and water parks in the Community of Madrid (Decree 80/1998 of 14 May 1998 regulating the hygiene and health conditions of swimming pools for collective use and Decree 128/1989 of 20 December 1989 regulating the hygiene and health conditions of water parks) in order to:
- Adapt this regulation to the national regulations laid down in Royal Decree 742/2013 of 27 September 2013 establishing the technical and health criteria for swimming pools; regulations of a basic nature, having been issued under the provisions of Article 149(1)(16) of the Constitution, which reserves to the State exclusive competence in matters of bases and general coordination of health.
- Adapt the regulation to the technical evolution of these facilities, to methods of water treatment and safety measures, as well as to new forms of aquatic leisure.
- Simplify procedures, reducing administrative burdens and formalities.
