8. Royal Decree 256/2016, of 10 June 2016, adopting the Instruction for the Reception of Cements (RC-16) is the regulatory framework for the use of cements in construction, establishing the requirements that cements must comply with and regulating their reception in the works, in concrete manufacturing plants and in the manufacture of prefabricated products with cements. Establishing a technical framework that is consistent with European technical standards and harmonised with the provisions relating to the free movement of construction products within the single European market.
The proposed amendment to the Cement Reception Instruction (RC-16) mainly consists of incorporating the new types of cements covered by the voluntary European standard UNE-EN 197-5.

Recently, Royal Decree 1313/1988, of 28 October 1988, was amended by a final provision of Royal Decree 145/2023, of 28 February 2023, amending various regulatory standards in the field of industrial safety in order to adapt it to the principle of mutual recognition. This amendment consisted of incorporating into the Annex to Royal Decree 1313/1988, of 28 October 1988, cements covered by standard UNE-EN 197-5:2021, composite Portland Cements CEM II/C-M and composite cements CEM VI, as well as updating the versions of standards mentioned in that Annex.
The incorporation of the new cements aims to facilitate reaching the objective of achieving climate neutrality as set out in the European Green Deal (2019) and the European Climate Law (2021).
The amendments introduced in this Royal Decree 1313/1988, of 28 October 1988, make it necessary to amend Royal Decree 256/2026, of 10 June 2026, which must be adapted to it, and include its regulation in all aspects.
In addition, this Royal Decree includes the amendments necessary for adapting its content to existing national and European regulations, including Regulation (EU) 2019/515 of the European Parliament and of the Council of 19 March 2019 on the mutual recognition of goods lawfully marketed in another Member State, and Royal Decree 470/2021 of 29 June 2021 adopting the Structural Code.
