8. This text aims to legislate a better framework in French law for labelling requirements for cosmetic products sold in bulk. It aims to guarantee the provision of better information to consumers in a context where this mode of sale is growing.

9. The notified draft decree applies and complies with Article 19(4) of Regulation (EC) No 1223/2009 of the European Parliament and of the European Council of 30 November 2009 on cosmetic products, as amended.

Its aim is to avoid as much as possible any lack of information to consumers that could be detrimental to them, for example in terms of allergy risks, storage conditions or precautions for use.

A provision of the draft text has been the subject of important discussions among stakeholders regarding a new way of informing consumers, namely: bring to their attention this information “by electronic means”. It was decided that this information should be in addition to paper means.
