Directive (EC) No 94/62 on packaging and packaging waste
The obligations laid down in the draft decree constitute measures within the meaning of Article 16 of Directive 94/62/EC of the European Parliament and of the Council of 20 December 1994 on packaging and packaging waste.

8. The draft decree fully replaces the current Decree of the Ministry of the Environment of the Slovak Republic No 366/2015 on record-keeping obligations and reporting obligations, as amended, to ensure the implementation of computerised waste management. The draft decree will allow the Ministry and supervisory authorities better access the data collected from waste producers and other entities, as these data will be sent to the waste management information system by electronic means, which will reduce the administrative burden both on the waste producers’ side and on the side of district authorities – environmental care departments. Once the decree takes effect on 1 January 2026, obliged entities shall comply with record-keeping and reporting obligations in electronic form.

The draft decree introduces an obligation for packaging producers and producer responsibility organisations for packaging to keep records of the quantities of packaging placed on the market and the management of packaging waste exclusively through the Waste Management Information System. Those obligations constitute measures within the meaning of Article 16 of Directive 94/62/EC of the European Parliament and of the Council of 20 December 1994 on packaging and packaging waste.
