On the basis of the attached classification document, the Public Health Authority of Sweden proposes that the substances deschlorketamine, N-desethyletonitazene, CUMYL-NBMINACA, ADB-4en-PINACA, 2-MEB, 4-CEC, MDPEP, 5-aminoisotonitazene, and isotodesnitazene be classified as narcotic drugs under the Narcotic Drugs Control Act (1992:860), and the Narcotic Drugs Act (1968: 64), and shall be included in the Ordinance (1992:1554) on Drug Control.
N-desethyletonitazene, 5-aminoisotonitazene, isotodesnitazene, and deschlorketamine are proposed to belong to the group analgesics. ADB-4en-PINACA and CUMYL-NBMINACA are proposed to belong to the group hallucinogens. 2-MEB, 4-CEC and MDPEP are proposed to belong to the group analeptics.
MDPEP, 4-CEC and deschlorketamine are currently classified as products that are harmful to health.
For all the substances, there is scientific documentation supporting the narcotics criteria.
All substances, except 5-aminoisotonitazene and isotodesnitazene, are seized and identified in Sweden.
Most of the substances are or have been sold in online shops, and several of these substances have been discussed in online drug forums.
Such classification means, inter alia, that these substances may not be imported or possessed without special permission from the Medical Products Agency of Sweden.
Please note that only the substances listed next to a vertical line in the left margin of the draft Ordinance are additions to the attached ordinances. The other substances are already listed therein.
9. Given the danger posed to human health, the aim of the classification is to restrict the use of the substances introduced to the ordinances.
