5. Nitrogen oxides (NOx) reduction agent for exhaust gases of vehicles with diesel engines, Aqueous Urea Solution 32 (AUS 32) – Requirements and test methods

8. The provisions of this Decision lay down:
(a) The quality characteristics of the nitrogen oxides reduction (NOx) agent, which is an Aqueous Urea Solution 32 (AUS 32), required to operate selective catalytic reduction (SCR) converter systems in motor vehicles with diesel engines.
(b) Test methods for product quality control.
9. The Directorate for Energy, Industrial and Chemical Products of the General Chemical State Laboratory (GCSL), in the exercise of its powers, recommended the adoption of specifications and test methods for the nitrogen oxides (NOx) reduction agent for exhaust gases of vehicles with diesel engines, Aqueous Urea Solution 32 (AUS 32), having taken into account:
1. The fact that in order to protect the environment it is necessary to significantly reduce nitrogen oxides (NOx) emissions in exhaust gases from vehicles with diesel engines. Since 2021, new vehicles brought into circulation comply with the Euro 6.3 emissions standard and have even lower gaseous pollutant emissions.
2. The fact that nitrogen oxides (NOx) emission reduction technology has been developed to serve the reduction of exhaust emissions, using selective catalytic reduction (SCR) converters and the special aqueous urea solution (AUS 32).
3. The fact that, for urea solution (AUS 32), the ELOT ISO 22241 series of standards provides specifications for quality characteristics, handling, transport, storage and the refill interface, as well as its test methods.
4. The fact that the urea solution (AUS 32), as defined in the Decision of the Supreme Chemical Council (SCC) 56/2024, is found under several trade names. Indicative trade names of products meeting the requirements of this Decision are: AdBlue®, ARLA 32®, CLEARNOX®, DEF.
It recommended the adoption of Decision (SCC) 56/2024, which is subject to public consultation in accordance with Presidential Decree 81/2018 [Directive (EU) 2015/1535].
