Impose restrictions on the placing on the market of liquids for electronic smoking devices containing flavourings other than tobacco flavours or flavourings; draw up a list of authorised flavouring substances that give the smell or taste of tobacco as laid down in Article 9(2)(5) of the Law of the Republic of Lithuania on the control of tobacco, tobacco products and related products.

The draft order aims to protect the health interests of the public, in particular children and young people, by introducing stricter regulation of nicotine-containing products, reducing their availability and attractiveness. With the global rise in e-cigarette use among adolescents, the situation in Lithuania is by far the worst, according to a study by the World Health Organisation (WHO). The highest number of Lithuanian school-age adolescents who have tried e-cigarettes is reported to be between 11 and 15 years old. Almost 60 % of boys and girls aged 15 in Lithuania have smoked e-cigarettes at least once. Among 13-year-olds, 41 % of girls and 36 % of boys, and among 11-year-olds, 21 % of boys and 18 % of girls. The WHO comparison between countries suggests ways to reduce the attractiveness of e-cigarettes to young people. E-cigarettes are becoming increasingly attractive to children and young people because, unlike traditional cigarettes, they do not have the smell of tobacco and come in a variety of flavours. In order to reduce not only the prevalence of e-cigarette smoking but also the development of nicotine dependence in society, Lithuania has drafted this order.

12. In Lithuania, the use of e-cigarettes among young people and especially schoolchildren is growing rapidly. This is due to the availability, pleasant taste and smell of e-cigarettes.
The list of chemical substances authorised for use in the Republic of Lithuania to impart the taste and smell of tobacco to e-cigarettes and e-cigarette filler liquids is aimed at reducing the attractiveness, supply and availability of electronic cigarettes.
