5. Regulation of the Minister for the Interior and Administration on the Technical Requirements for Protective Structures and their Use
6. The technical requirements for protective structures and their location and the technical requirements for their use. The project promoter has introduced resistance categories for protection structures with different characteristics (P, A, III, II and I).

8. The Regulation lays down the technical conditions to be met by collective protection facilities (shelters, refuges, emergency shelters) and their location, including
(1) Requirements for the location of collective protection facilities;
(2) General safety requirements for collective protection facilities;
(3) Capacity and area requirements for collective protection facilities;
(4) Resilience requirements for collective protection facilities, including additional requirements for the resilience of shelters;
(5) Requirements for entrances and passageways of collective protection facilities;
(6) Requirements for back-up exits in collective protection facilities;
(7) Requirements for primary function rooms and staff amenity areas in collective protection facilities;
(8) Requirements for technical zone spaces in collective protection facilities;
(9) Requirements for ventilation in collective protection facilities;
(10) Requirements for electricity supply in collective protection facilities;
(11) Requirements for heating in collective protection facilities and sanitary protection facilities;
(12) Requirements for monitoring devices in collective protection systems;
(13) Examples of protective solutions in single-family dwellings;
(14) Technical requirements for the adaptation of underground rail transport systems to function as protective structures;
(15) Technical requirements for the adaptation of existing structures for use as refuges and the preparation of self-contained emergency shelters;
(16) Protective solutions against the effects of extreme weather events;
(17) Levels of preparedness for collective protection facilities;
(18) Conditions for the use and maintenance of collective protection facilities;
(19) Rules for the signage of collective protection facilities
9. The draft Regulation clarifies previously unregulated issues relating to concepts and definitions concerning, inter alia, the category of protective structures and general safety requirements for protective structures. It defines, inter alia, the concepts of protective structures, shelters, refuges and emergency shelters, which are essential for the provision of basic protection mainly against air attack, i.e. mainly military threats. The Regulation lays down the technical requirements for protective structures designed for both peacetime – natural disasters – and wartime.
