8. On the basis of the attached classification document, the Public Health Agency of Sweden proposes that the plant Mitragyna speciosa (kratom) be classified as a narcotic drug under the Narcotic Drug Controls Act (1992:860) and the Narcotic Drugs (Punishments) Act
(1968:64) and thereby added to the Ordinance (1992:1554) on the control of narcotic drugs.

Classification will mean, inter alia, that this substance may not be imported or held in possession without special permission from the Medical Products Agency. Please note that only a substance listed next to a vertical line in the left margin of the draft is an addition to the existing Ordinance. The other substances are already listed therein.

9. The Swedish Customs, the Swedish National Board of Forensic Medicine, and the Swedish Poisons Information Centre have stated that kratom exists and is abused in Sweden. Kratom is sold in online stores and physical shops. There have been extensive imports of the plant in recent years. From 2021 until the end of 2024, the Swedish Poisons Information Centre received 106 calls regarding kratom. The abuse of kratom is also linked to deaths in Sweden, and the plant’s content of the substance mitragynine, which is classified as a narcotic, provides evidence that kratom has euphoric and/or addictive properties and is hazardous to health.

Given the danger posed to human health, the aim of the classification is to restrict the use of the substance added to the Ordinance.
