8. The purpose of the proposal is to introduce supplementary provisions to the EU Regulation on batteries and waste batteries to national legislation. The proposed amendments mainly concern the Waste Act, which is applied in Åland through the Act of Åland (2018:83) on the application of the Finnish Waste Act. The proposal currently being presented is the last part of the implementation of the Batteries Regulation.
In addition, the proposal implements an amendment to the Waste Electrical and Electronic Equipment Directive.
The proposal is implemented in Åland through what is known as “blanket legislation,” which means that Finland’s national regulations are made applicable in Åland.

9. The proposal includes the adoption of additional national legislation necessary for the implementation of the Batteries Regulation. The Batteries Regulation and the Waste Act are applied in parallel. Where the Batteries Regulation leaves scope for national discretion, no provisions are proposed that would extend the requirements of the Regulation in national legislation. Several articles of the Regulation that allow for national discretion, such as the fulfilment by producer organisations of the obligations imposed on producers, correspond to the provisions of the current Waste Act, where applicable.
The proposal also proposes that the manufacturer’s liability for the costs of waste management of electrical and electronic products be limited as required by the amendment to the WEEE Directive.
