6. Types of waste covered by the Regulation on Shipments of Waste ((EU) 2024/1157).

8. The proposal implements the reformed EU Regulation on shipments of waste. It is implemented in the Åland Islands through so-called form-legislation, which means that the rest of Finland’s regulations are applicable in the Åland Islands.

In addition to the provisions of Article 11 of the Regulation on Shipments of Waste, the proposal would prohibit the shipments of waste to Finland for disposal in a landfill. In addition, landfilling after possible temporary landfilling after transport would also be prohibited.

According to Article 11 of the Regulation on Shipments of Waste, one of the conditions for receiving a transport for disposal is compliance with the principles of sufficient self-sufficiency and proximity laid down in the Waste Directive. To apply the principles, it must be possible to ensure that, on a national level, the disposal of waste generated in Finland takes precedence. To apply the principle of self-sufficiency, it must be ensured that there is sufficient capacity in landfills for the disposal of domestically generated waste. Waste management is constantly decreasing as the circular economy progresses, so the capacity of existing landfills should be sufficient as far as possible for the future. Landfilling capacity must also be maintained for security of supply purposes, as the landfilling capacity may become necessary in various situations of severe disruption.
